*UPDATE*

Turns out it's not a different core; the tubes actually rotate up and down, and they were folded flat for shipping.

So I found out the manufacturer of those wheel locks is a company called Mcgard. I sent them a photo of the lock, and they're sending me a replacement key. Let's hope it works!
